And to make myself clear:
CK is a character-driven game about feudal and feudal adjacent realms, that run exclusively on inter-character relationship and in case of 3, the whole gameplay mode is build around heavy fragmentation and division. Meaning potential China is unfit regardless of how they crack it, for the following reasons:
- they would have to split it into gorillion of sub-cultures that are ultimately all identical, simply to not make the resulting realm lag like shit with innovations
- they would have to rework how the fucking government operate, rather than simply make a new one/face-lift Administrative
- you end up with Giant Yellow Blob that will then have either horrendous snowball OR will exist simply to sit there, because it will be locked from expansion wars (and thus why even fucking adding it in the first place)
- there is no way in hell for CK3 to solve the basic issue of how army size works, so you end up with the emperor just calling gorillion levies and grind whatever on the path in the dust
CK2 already had issues with off-map China being OP as fuck. And now they plan to simply add it to the map. For what fucking purpose?

They would be unironically better off making a new game entirely and throw it at the Asian market. It would sold there with ease, while also getting all kind of Asianaboos playing it.

Seriously, why fucking CK3 up, when you can make a separate game? They did that with EU back in the day, solely to cash in on the Asian market and it was bigger financial success than fucking EU2 itself. You know, the game that took them from indie dev to large studio overnight.
