You could try Space Empires V. You need Captain Kwok's Balance Mod if you play it. The space combat is about outfitting ship hulls with parts and tech and giving them "strategies" which are predefined commands for seeking and fighting specific ships. The ground combat uses the same system. Ground combat is initiated by invading a planet with a ship that has cargo units carrying units with the ships strategy set to "capture planet". It'll fly close enough to drop units and then retreat.

Ground combat can be simple in the early game, and it can also be avoided entirely if you would rather glass planets instead of capturing them. But capturing populations for aliens that breathe atmospheres you can't is very helpful, as is capturing planet types you can't colonize yet. But it does have some degree of depth.

But like I said, there are a ton of methods for just cleaning a planet of life. It really only matters if you want to capture a planet. Early tech levels will give you planet-cleansing napalm. Mid tech levels will give you special bombs for targetting the planetary conditions or just the population. Late tech levels will let you build a missile that you can fire from a different solar system that after reaching a planet, will fly into it and turn it into space dust. Excessively high tech levels will let you do the same to their sun.
