>Give up and need to shell out a ton of money to city states to get more luxuries
>Wonder gets made but citizens still unhappy and want to be commies
>Give up and switch to order, taking two of the social policies gives a massive happiness boost, and now at 30+ happiness
>All is well
>Now at 20 happiness
>Hover over icon to see why
>14 unhappiness because the citizens want to switch back to autocracy
