I've noticed this complaint before and thought the same, but realized that it's because the soldiers don't have a clear shot towards the enemy so they don't shoot. You might think they do but if you go ground level you'll realize that's the reason why they're not firing. If you make a good firing line they'll keep sniping people no problems. As for auto arranging them yeah, it's not as good as manually doing so, and sometimes they'll stop to shoot in the middle of the field instead of taking the cover you instructed them. I think that's because they have the order of "shoot freely" by default, and if you don't double click them (run) to the cover they'll think it's ok to march and shoot whatever they see. You can set the stance to shoot back only
