I only know about the factions in general, so I can't speak of what they'd do/units they'd provide (since we don't want a million unique units), but Korea's stability as its own came from the poltical parties never holding a single overwhelming majority, so there shouldn't be any cost/delay to swapping allies--or even an Export boost for changing parties.
