They need to implement different types of countries and wars so partisan forces, nation states, temporary councils, and warlords play differently, along with working in a culture system so cores are realistic.
>Guerrilla forces - limited to controlling certain states, big buffs to defense, but has limited attack capability, can become a nation if they win.
>Nation state - How nations play in the base game now, core all states of their culture group.
>Warlord state - Cores only the state they exist in but can core states with their culture if the unify into a nation state.
>Multinational state - Still has a dominant culture but can get cores on other cultures in exchange for stability (USSR), in a civil war or military defeat these cultures will revolt.

Also fix they way mobilization and industry works so that countries don't snowball in division count late game.
>You should be able to mobilize for a set amount of time before you start suffering war exhaustion.
>Destruction should be realistic, so if you fight a world war you'l actually have to rebuild.
>Casualties should effect the actual population of your nation, and civilian casualties should be added.
