This is basically how you should play the game. Outfitting all characters at all times is pointless. And refining is really the best way to get spells. You can get Curagas from tents/cottages and junction those to HP, and you can steal windmills from some enemies near Galbadia and refine them into Tornados, which are good for STR. Or Dino bones for Quake are also good for STR. That should pretty much carry you to the late game when better spells become available.

The shit part is that the game frequenty fucks your junctions up on you, as you've learned. And starting on disc 3, it will give you a "re-junctioning screen" that prompts you to swap your junctions over for each Laguna flashback, but, on the PS1 version at least, it's actually bugged; the only junctions available will be whatever you have on Squall. The game removes everything from all of your other party members, leaving it inaccessible for the duration of the flashback.

It really shouldn't matter TOO much, but I definitely got boned during a Laguna boss fight because of this.

As long as you're competent with junctions, you shouldn't have to worry about level scaling. Like I said, Tornados and Curagas will carry you to the late game, and once you can get Ultimas for STR and Full Lifes for HP, you'll be fairly invincible to all regular encounters, even at level 99.
