It is because it makes the RNG basically useless.
Attack misses? Retry
Stealing misses? Retry
Do you need to faker to get some extra turns? Retry
If you enter an encounter with an advantage, the fight is practically already decided in your favor and the only thing that can screw you up is bad RNG. But as I said, RNG is pointless if you can repeat the turn over and over again.

Only if you assume the game has a quicksave feature. The function of random encounters in most RPGs is to create an obstacle between one save point and another. It creates the tension that you can lose your progress at any time if you don't get to a safe place on time. That's why most JRPGs don't have quicksave or let you save manually. This has been the case for most SMT games, with exceptions like Persona 2 (which came as a response from P1 players who complained that save points were too far away).
In Metaphor the game saves automatically every time the protagonist farts. So that's the root of the problem. The player's dilemma is not how he will explore a dangerous dungeon, whether it is worth taking a detour and risking death, or whether or not he is ready to face a new enemy, since dying is never going to have any consequences. And even if you voluntarily decide to ignore all these features, the save points in many dungeons are placed too far apart from each other because the game is balanced around the autosave and retry features.
