RE4 wasn't scary at all for a number of reasons.
>You were a 30-something year old dude sporting an ugly brown coat and shooting Spanish speaking villagers.
>The fact that the enemies talk, shows they're not zombies, just infected humans that mutate.
>The angry villagers attack you with weapons, rather than trying to eat you alive.
>The whole game is about a cult and there's an odd midget character who is very out of place, wearing a 1700's outfit. Which tells me this game wasn't meant to take place in modern day, it was going to be a different game without RE characters.
>The original RE games are scarier, including the remakes. Especially when you have Mr X or Nemesis coming after you.
>RE4 focuses on action more than scare tactics. You want scary? Play Silent Hill 1 alone in the dark.
