Again, way worse in 3. VC has at least 1 hidden package in all of them, some unique jumps, there's a cone race on a stallion in one of them, toyz truck in another.
Mostly though, no one forces you to visit those, but there's one big purpose for them: Sunshine Autos missions. These were cool for getting vehicles, and far less obtuse than 3s import/export garage which asked for a fucking Dodo. Actually that's maybe not as bad as Mr Whoopee which you hardly will find without a guide. There's no spawn point for it, it RARELY appears on the dam. I'm not even mentioning the OTHER import/export that doesn't even have a list. And both just give you… Money. (oh yeah, good time to mention Ray's bulletproof Patriot in 3 which spawns exactly ONCE in the whole game and if you miss it, you're fucked.)
Anyway, I don't know why focus on parking lots when it's pretty obvious all they have is cars and you run through them once unless you need a certain car.

I get it's too much for some people, but it's literally the whole look of the game. If you turn it off, you miss like 90% of the graphics.
>Soundtrack
Matter of taste, as I said. If it's not your thing, I get it. Still it's iconic for a reason
>Cutscenes
Oh ffs. I mean characters and cutscenes are both completely bland in 3. Generic characters that get discarded after you stop working for them. The few interesting ones still go nowhere, like with Donald Love literally vanishing. Few if any cutscenes are good.
VC? I'm not saying it's superb, but it's a whole league above it. Tons of memorable characters almost immediately. Excellent voice actors—Ray Liotta, Burt Reynolds, Gary Busey… Pretty much every mission has a decent small story. Yeah it's a copy of Scarface/ Miami Vice, but it's still 100x more memorable than 3.
I could go on about cookie cutter missions, faceless city etc., but this has already taken too much time.
