Because Yu Suzuki got booted off of Sega after Shenmue and all future VF titles were made without him directing. Also Sega wants to distance himself from the game because to investors it's like cancer, bubonic plague and covid rolled into one.

But if you want to be more technical, Shenmue took place in the 1980s while VF is in present day (mostly), and Ryo was originally meant to be a younger Akira back when Shenmue was still being developed as VF RPG.
So technically, Ryo is in VF. He's Akira.
