They're not JPEG, they're BSSM which is its own format with less compression artifacts than JPEG. AFAIK only the N64 version of RE2 uses JPEG to save space.

Also the environments do use polygons for walls/floors for collision, they're just invisible to the player.

In terms of polygonal 3D tech PC games only started to have an edge starting late 1996-1997 with GPUs becoming the norm. Even then we're talking cutting edge 4000$ hardware vs the 300$ for a PSX. Before that 3D games on PC were done in Software which was CPU heavy, early PSX/Saturn definitely had an edge over computers regarding dedicated 3D hardware while computers had the better CPUs. This is why even in 1996-1997 on computers you still had CPU heavy games like Build engines games, which would run poorly when ported to console unless they built a new renderer specifically tailored for consoles.
Early 5th gen was probably the only time in history consoles had a technical edge over computers.
