Some of the best but even those are throttled in ways they should've been. Take Turtle in Time, limit 4 foot soldiers on screen, arcade game can have 10, with fastrom SNES probably could have handled 6. All those games could have been a bit more than they were in some way or another.
Worse is that those games are the exception, so many games like Magic Sword, Final Fight, Gradius III, UN Squadron, Gun Force, Super Ghouls and Ghosts, Super R-Type and a bunch of shmups.
It's great that excellent programmers were able to make the throttled CPU work but it would have been nice if they didn't have too. Pretty sure the Genesis didn't have carts that throttled the CPU, why the fuck did Nintendo?

SNES CPU can run at a max of 3.58Mhz but most games used a type of cartridge that throttled it to 2.68Mhz. Nowadays there are a lot of fastrom hacks that remove slowdown in some of these games which is nice. This Super Ghouls and Ghosts video shows the difference in performance between slow and fastrom.
