Debatable, as >>11603118 said, these games are from an era when DBZ was still getting new manga chapters and TV episodes, they aren't like the 6th gen or even 5th gen games, which feel more like "legacy" games, Butoden and all the games before them are from a period DBZ was new and on going.
In that sense, Butoden 3 let japanese fans play a game with characters that merely had a few months out since they debuted on the manga. Sure, by the time the game came out, more manga chapters came out, but I wouldn't say it's "outdated" at all, quite the contrary, Bandai was quick to make games to ride the hype from the new arc. Nobody knew that Dabra wouldn't be a major villain on the saga, or that Boo would split and get an evil "super" separate self.
Also it didn't fail, it still sold very well.
