If you're referring to cartridge based games, those function very differently, I wouldn't call it the same as they are generally connected to the system bus and you essentially have instant access to any memory location, outside of bank switching.

I have no idea what interview you're talking about, I first heard about this decades ago when watching developer commentary on the then upcoming Soul Reaver, and later remember people talking about Metroid Prime doing it as if it was something new when Soul Reaver did it years before. The recent Croc thread reminded me of Crash and how it also streamed data and it got me thinking what game did it first, since most CD-based games would just load an area all at once and then hit you with a load screen when you went out of it.
