Yes (sort of)- you can descend to a variety of planets and park your ship stationary just above the surface. There are also tunnel systems you can fly through.

No (not really). There are large city street networks on various islands/planets, with buildings, most unpopulated but a few spacesuited humans here and there, and robotic taxis/bus drivers. In some areas you are encouraged to use your imagination (a "bar" on a gambling resort planet with a single polygonal slot machine and a text voice talking as you enter). Some planets/moons have unexplained ruins with secrets though.
