Sure maybe in the 80s. But arcades companies shifted away from that in the 1990s to bespoke cabinets with custom controls. Joystick cabinets fell out of favor with arcade businesses (outside of fighting games) and companies. Console ports were eating into arcade profits.

Yeah Japan is weird about that. They will build these new custom deluxe cabinets for Europe and North America. But then just make an Astro city Cabinet control panel for Japan. I'm guessing it's because arcade owners in Japan are strongly against the idea of buying new cabinets for new games. Whereas the rest of the world doesn't mind dedicated cabinets for specific games. Perhaps this is due to arcades in Japan having less disposable income. Or the Asian/Japanese mentality of not wasting things and reusing them until they fall apart. Or them just being cheap. Who knows. Your guess is as good as mine.
