Nah, that's not true. Stealth (a hacker that eventually went on to work on Sonic Mania) ported the Knuckles object code to Sonic 1's disassembly back in 2005 and it all turned out fine. IIRC he used Sonic's shoe colors for the reds, and then made Knux's socks blue (instead of green), so it was basically the same palette.

The real reason Sonic Team didn't bother making Knuckles in Sonic 1, is because of time constraints.
