You can throw a tantrum all you want, but it doesn't change the data. CCP found increasing the value alone doesn't help drive activity because said activity is still next to impossible to do at scale compared to null/HS.

The other problem is that even large groups, like Domain Mining and Research Inst/PHeW, that control large swathes of lowsec literally don't even bother utilizing the space to mine. There's a huge section of Derelik that PHeW sits in that has tons of easy access (For the controlling party) sites that go unharvested because lolmining.

Mining further has the problem that the activity is self regulating--the more people doing it, the more the prices drop, and as prices drop less people go out to mine. That means that getting cheap ships is next to impossible in an organic economy which reduces the amount of people willing to PvP. Hence CCP pushing minerals back to null, which can multibox/bot in safety to prop up the economy.

CCP wants to tout a fully player driven economy but they don't want to deal with the ramifications of it, so they find ways to inject more resources into it which runs off anyone trying to go legit. It's just not worth doing unless a computer is doing it for you or you can run your own fleet.
