Literally any group of servers that is set up to provide a service can be considered "the cloud".

They're just describing object-oriented programming, which is what almost all modern programs use, even non-games.

Games that market themselves on being a sandbox where you can do everything are almost always shit (in fact I can't think of a single good one) and they're clearly just trying to court investors by pretending like their game is really innovative when it isn't. Just look at how they describe their "AI" and "living world simulation":

That's right, with the power of AI, they've given in-game objects the ability - and make sure you're sitting down for this - to move in a direction and detect other objects next to them.
