The overwhelming majority of demons in DMC are just mindless, destructive monsters without any capacity for intelligent thought.

>DMC3: Sand skeletons, sand mummies, blood monsters
>DMC4: Scarecrows, ice lizards, lightning lizards, lizards, bugs wearing cloaks
>DMC5: Spiky lizards, fast lizards, a lot of rehashes from previous games

Like intelligence itself seems to be a rarity in the demon realm, 99.9% of demons are just rabid, unintelligent monsters and animals. There ARE a very tiny number of demons capable of thought and speech, but these are clearly an extreme anomaly. Like for every demon that's capable of talking, there's a thousand that are just rabid animals. So to use demons as an allegory for immigration seems weird since merely being capable of speech absolutely does not seem to be the norm.
