I can see the perspective where this makes a lot of sense. If Deltarune was another kind of story she would be the obvious suspect as soon as we learned about her. I wouldn't even be mad if it does turn out to be her.
But the context we have where Deltarune is part of a bigger picture than just its own story tells us that Dess isn't just missing, she's GONE. I think having Dess be gone and stay gone, and the strange burden that places on Noelle, is a more interesting way to use her.

Similarly to Dess this has some merit, but I think it would better serve the story for Noelle to have to face her mother as herself. I think The Knight also has to fit a certain profile as a Lightner, and Mayor Holiday doesn't quite fit.

Incredibly hackish Undertale 2 asspull material, not happening. It's like Dess but with none of the logic or weight behind it. Asriel fits into the story by either getting the chance to come home and be a good brother or never coming back at all.

The Knight might not be the "true final boss" but whoever else you fight (Noelle/The Titans/Kris) isn't going to be some secret bigger bad guy.
