Because your initial statement is made in bad faith and you show no desire to deviate from it. At no point does the game force you to forgive "people that tried to kill you". A character in-universe argues that because you have the power to not kill anyone and the power to forgive them with no harm to yourself, you shouldn't kill them, but you can ignore this opinion of his and kill him anyway. Undertale's message as it relates to conflict (not the completionism metanarrative with Flowey/Chara) is incredibly simple in that it believes conflict is undesirable and should be mitigated while possible. There's no moral attachment, it isn't saying you need to forgive anyone for harming you
