Most are good. Bolt-actions sometimes get outclassed by faster weapons depending on the game. Revolvers and DBSs are almost universally good; if there's something wrong with those it typically means the game itself is bad.
Grenade launchers are the ones that vary wildly. Sometimes their damage is crap, sometimes it's the splash radius, other times ammo is scarce or you're just not in many situations where it's practical.
From what I remember, RS2: Vietnam got all of these right. The only flaw with that game is that it was just doomed to never have a big playerbase. If it came out 5-8 years prior it'd have been huge.
