Obviously the actual loudness is never 1:1 to reality because then a single indoor explosion or shootout would produce lifelong tinnitus and/or deafness to every viewer
The point is that an audio mix should be dynamic, not flat. A whisper should not be as loud as a scream, a door being softly closed should not be as loud as a door being slammed shut etc. Some sounds are meant to be soothing, some should startle you depending on the movie. This should be common sense.
