Damn, that sucks! Get to your nearest embassy and report the loss ASAP. Most countries have systems in place to provide citizens in your situation with replacement passports or emergency travel documents, although some are better at it than others.

Hard to guess, but probably not. If the shithole country in which you find yourself requires visitors to carry their passports at all times and you get caught unable to produce yours when requested, I can imagine that some places might detain you. But losing a passport isn’t in itself a criminal offense.
