It makes sense if you understand the workers are paid below minimum wage and that they can only survive off tips. That tips were a way to encourage good service, rather than the default they've become. In a sit down restaurant the experience can wildly be different if the server doesn't perform well, i.e. never bringing water, never checking in, never doing refills on drinks, ignoring you, being rude, whatever. So having a system where their income is tied directly to their performance as an employee, it makes sense for tips to arise.
Nowadays it's just a joke where people just pay more because it's expected everywhere, like a tax you need to figure out after the meal and it's bullshit.

I see where they're coming from, paying for a maid that lives with me would probably cost at least 40k/year in my area, who has that kind of spare income except the rich? Who even has a spare bedroom in their home to let them live with them except the upper class?
Definitely makes sense in your country and less developed ones.
