I mean, sure? You can't really count on that though. The cost alone is horrible and I say that as someone relatively well off. I had opportunity to do nyc with a buddy of mine, but it didn't work out for one reason or another. I'm sure that would have been great, but the average tourist is completely lost otherwise. That's literally true for any major destination in the northeast (unless you're skiing or something), I can't even in good faith say it's proportionally better than any other city in the northeast by direct comparison.
IF you wanted to visit an American city in the winter I'd have to first ask you what you are interested in, because most foreigners don't realize how absolutely fucking huge the US is compared to their home country. I've always been a fan of New Orleans, despite it's vices. It's great for tourists provided you don't go during Marti Gras. I was a minor last time I went and still loved it.
I like to think of cities in terms as "what lives up to the hype" and the cold truth is, very few do (at least of the ones that are hyped up highly)
