Either i've been getting lucky, or you've been unlucky. Got through easyJet and Ryanair after being called. Maybe important to remember:

If you haven't taken the piss, you should be able to get the bag into the personal item space. If you haven't overpacked the top pocket, you can slot the metal supports slightly diagonally inwards. Taking laptop out hasn't been an issue both times, and fuck me, it's required a bit of a push.

This is about personal item size. I've no idea about your dimensions, but if you're tight and get called,you might find luck in focusing on the metal supports and pushing that part of the bag down first - trying to profit from some Pythagoras. Once you've locked that in, you can, squeeze in the rest of the bag to fit and push down.
