Nahhhhh anon. To be "purerly evil" would mean to acknowledge that the thing you're doing is evil, and directly follow the principle of maximising pain and sorrow.
If you look closely at Hitler, you will see a man that genuinely believed his cause was right, and his actions were morally justified. If you tell a man elves are inhumane shitfucks that deserve to die and he believes it, this man will see genocides on elves on the same level as pest control. If Gnombil The Sly, dwarvish king orders his executioner to torture a dwarvish woman who hides the rebels from his police, he won't think how he's literally torturing a woman, he will see it as nescessary to save his kingdom.

Even comically evil Sabbat from WoD aren't pure evil. They see themselves as rulers of humanity, with Caine as their almost divine father. They don't pursue the idea of evil, they pursue the idea that they actually mean something in this cruel world, and their curse isn't a curse.

What about demons, you ask? They're demons, manifestations of the worst things humanity has to offer. They're given form, to see more clearly what's evil on ourselves. Pure evil? Yes. GOOD version of pure evil? Hell yeah.
