Sympathy is a personal value, and therefore highly subjective. But generally speaking, yeah, I would agree that the scale of 40k inherently invalidates personal scale character arcs, when every named character is effectively immortal and has not developed or changed for the past 500 years at a bare minimum. You can emphasize with factions and ideologies just fine, it's just the named characters that feel like weird inhuman set pieces.

...but setting and characters are 2 entirely different things. You can enjoy a setting without a single character. And if you are letting GW character writing ruin your enjoyment, maybe fuck off and go find a new setting
