Every change is for the worse. Even ignoring the lore, since it isn't relevant here, and isolated to only mortal mechanics, here are some of the key changes in nwod - > cofd that are setting independent and impact mortal
>damage and to-hit are now seperate
>you now get athletics to defense, so the average defense score is higher than the average to hit (since weapons now do not add, or penalize to-hit instead of increasing it)
>armor is so overbearingly high (because damage is now autosuccesses, armor (the raw values of which were mostly increased) is effectively 3x as high as it used to be) that the ability to ignore armor more or less just means that you instantly kill people. On the contrary, armored characters now no-longer risk taking any damage at all from laymen with smaller weapons.
Because every character has at least 6 defense(2+ +4 athletics), people mostly don't get hit, except by things which ignore defense like guns or sneak attacks, or just getting unlucky on a chance die. On the contrary, because weapon damage is now autosuccesses and defense doesn't mititgate it, when someone does get hit there's a good chance they just randomly go down outright.
