This bit makes me inclined to suggest L5R, since it's all about clans and that sort of court intrigue.
Beyond that, it does have a basic magic system to work with.

The biggest thing to address would probably be everyone easily shapeshifting into something with wings, but if everyone can do that it seems easily homebrewed.
