Not really. You have to fight ranked opponents in order to progress up to a title fight. There are "journeymen" who make a living as professional boxers but it's not like they're not trying to rise in the ranks and make more money themselves. Once you get to the elite level you have to fight people around the same level in order to continue to rank up. It's in the interests of the organizations to set up marquee fights in order to make money.

Boxers have control over who they fight to a certain degree because different fights require different preparations and their schedule may not be able to coincide with what's required for a ranked fight (i.e. they might do an exhibition but that doesn't help them move up).
