Probably not. Life as we know it tends to get fried by the sun's rays hitting the surface without an atmosphere. The moon's gravity is too light to hold onto the kind of atmosphere we tend to think of.
So if you mean true terraforming, and not just pressure domes, our best bet would be to try to introduce an atmosphere of an extremely heavy gas (but we wouldn't be able to breathe it), or to apply a solid coating underneath which microbes might be shielded within the regolith.
In either case, we are talking about a habitat for bacteria, not animals or plants.
