I went to Yellowstone in October last year and that rule still applies. Besides the walkway areas around the geysers nobody is out walking deep into the woods or hill sections. Same went for Grand Teton, almost everyone walked out to popular spots like the waterfall around Jenny Lake but the moment you went up the hill to go into the cascades you lost nearly everyone save for a handful of more fit people.

Even during summer on the east coast in parks like Shenandoah I found most of the trails to be empty the moment I go deep into them, especially past waterfalls. Dark Hollow Falls for instance, fucking easily 100 people sitting in the falls once you get down to it because it's an easy hike downhill (goodluck fatties going back up). Made it impossible to enjoy it, but the moment you descend further into the valley below you'll find yourself all alone save for maybe a few people who had the same idea that you'll pass. Eventually you'll make it to Rose River Falls and find less than a dozen people because nobody wants to go walking 2-3h, especially when the elevation gain getting back out is not going to be easy for fatties
