That's probably more of a shitty tire issue. Shitty tires on ice are going to have such little traction to work with that the ABS computer will just give up and lock the wheels up. If you put some studded tires on that same vehicle the ABS system would perform a lot better.

Yes you can. There's generally a pretty massive range of braking power to work with before the ABS kicks in. You can generally use a lot of it before the ABS kicks in especially in modern vehicles with a fuckload of grip.
