Depends on your state AND also depends on the forgiveness level of your law enforcement. In some states, local police don't usually enforce state laws, thus only the highway patrol and sheriff enforce the state laws while the city police don't bother. BUT in my area, the city police can and do enforce the state laws, so it matters on what grounds they can pull you over. City ordinance allows local police to pull over for illegal lighting but not for illegal window tint. But if the car is pulled over for something else, then the window tint can be added to the fix-it ticket. Our officers have a little book with sample tint sheets to compare to your windows, so they do get tints corrected. I've noticed over time that ultra dark tints have gradually been disappearing. But illegal ultra birght lights have almost disappeared 100% almost instantly (3 week period) when the city council agreed to Emphasize Enforce the state lighting law.

My state dealt with the variances in brightness and aiming by different manufacturers in a lawyer-resistent easily-checkable method. All headlights light assemblies must be OEM. Thus Swaps of legal assemblies are not allowed as in the road-legal high-intensity Xenons from 10 years ago cannot be swapped into the current model car as that would make those Xenons illegal for use. Swapping ultra-bright LED for the lower temperature quartz halogens in a projector is therefore also illegal. On top of that, changing color is also illegal so switching from 3000K to 5000K would be obvious enough to the officer to have that car pulled over at night. Of note is that the safety law regulates the lights. So if the driver gives ANY attitude to the cop, the cop can then point out the car, due to safety laws, cannot be driven further and must now be towed. Normally, the cop would allow the car be driven back home by not enforcing the safety part of the law.
