What I've seen is things like someone getting dental surgery when they was 15, got prescribed tablets, and was still taking them in they 40's, hitting the street alternatives for the cheaper prices and better buzz until they finally managed to wean themselves off via kratom.

That's how most of your opiate epidemic started. The cartels just capitalised on this niche market created by the pharmacorps - and thrashed them on price and availability... It's the cause you need to address not the symptoms. Or you'll just be playing whack-a-mole for no gain.

You'll not get rid of the cartels easily, the CIA set them up as distributed cells. They learned a lot before they shrugged off the CIA, and expanded on their own. Some of their operations are technically quite impressive, and their tunneling into your country is literally next level. Musk wishes his boring company could feature match.

It will be a lot easier to make sure no-one wants what they're selling. Which will first mean stopping the practices of giving people habits for greater profits, then dealing with the problem created by giving people habits for greater profits.

No ... inflation is always happening. But it did hit fast forwards.
There are also other causes, but those cheques didn't help - things like companies deciding people can afford to pay more. Then people proving them right, and cementing the prices. That's the largest driver of such an effect. It's arguable these cheques gave the extra disposable income, but the driving force is actually paying it - because the next move is to put the prices up more, because companies like more profit. Possibly a consequence of a system that mandates infinite growth.

It doesn't matter who signs the cheque. The economy doesn't care about blue/red. Putting extra money into the system unbalances the math.
