This is true, although getting fixated on theory can be a trap that screws people up tbqh.
It's because theory isn't actually 'songwriting', there's a craft to songwriting and that craft is different to 'learning music theory'.

For one example of many, you can come up with a part for a song that on paper is fine, it isn't necessarily clashing or anything, but it just doesn't add to the song in question when you hear it and you prefer the song with that part muted altogether. If you were a music theory AI robot you would have no discernment for things like this and would write a lot of bad music as a result.
