Char didn't resurface until 0093 and Amuro was in Londo Bell, an organization whose entire purpose revolves around consolidating the fed's power by crushing dissidents, years beforehand.

Are you suggesting the federation was going to get better without being forced to? How? Their political situation is so fucked that Amuro was right in Zeta. The sacrifice didn't need to be nuke the earth level, but something drastic needed to be done.

They were helping the government that paved the way for Char's genocidal plans. Char wouldn't have been able to hide from them if the inequality between Earth and spacenoids wasn't stark enough to make the colonies refuse to help Londo Bell.

This is where the hypocrisy comes in. His participation in Londo Bell squashing dissidence so the federation can keep getting away with their corrupt governance is opposed to his ideals. If he led the charge for positive change through collective effort before an asteroid forced him then I'd agree with you that he's right and his convictions aren't as hollow as Char's. But his preaching feels disingenuous after years of being part of the problem.
