No, there never was a plan for any EA officials to go to Earth. Besides, the shuttle had no identifying signal whatsoever, and even if it did, the N-jammer usage in the battle and the atmospheric entry makes sending/receiving signals difficult if not impossible.

I guess Yzak never got punished for it because there was no indication it was only carrying civilians. Sure it was unarmed, but it's not improbable for it to be a military transport because it's literally an EA shuttle launched from an EA warship. Hell, the entire 8th fleet was also wiped out, so the only way Yzak would have gotten any kind of formal crime charged would be for either his own people to go over the combat data and discover and report the incident of having shot down the shuttle, and/or the Archangel makes it way to Alaska and dumps its data which includes the Strike's recording of the Duel blowing up the shuttle, because N-jammers on the Earth prevent reliable long range communication.

The absolute best way to safely send off the civilians would have been to paint bigass markings on the shuttle to show it was carrying civilians, and for the 8th fleet to radio broadcast on all channels that it was evacuating a civilian shuttle. Then ZAFT's hands are tied, and they can't go after the shuttle without a reasonable cause. If ZAFT suspects them to be lying and that the shuttle is trying to escape with VIPs (maybe they're G Project engineers or it's carrying G Project data) the most they can do without appearing publicly as complete assholes would be to capture the shuttle. Or maybe ZAFT decides just wipes out all of the enemies there so no one can report back about what happened, and they'd have to strongarm their own crew into blotting the incident from official records.
