they're a useful tactic when employed in coordination with a whole bunch of other people, doing it on your own in isolation is suboptimal to say the least.
read the whole piece, it's clear she didn't know what she was doing and didn't have an idea of how this would fit into a broader plan.

this means she went out of her way to inform her likely enemies by sending those letters but didn't talk to potential allies. this is not the most effective way to do this kind of protest and if you want to follow her example i strongly suggest coordinating with people who will have your back beforehand.
