fish people themselves only came out when innsmouthians were in danger, like when they arrested Marsh and his cultists back in 1846, when 2/3 of the town was massacred and the carnage was blamed on a chinese flu. innsmouth is a decrepit shithole and nobody would want to do anything with it, period.
