This one is demonstrably false. Out of all Tengu in Gensokyo Aya is the one that this label fits the least, if at all. She is a "Tengu Closest to the Village" for a reason.
She is the most informed Tengu about those outside of Tengu society, purely out of her interest in life of other girls, especially about Reimu and Marisa. This trait is notorious enough, that during MoF Aya was dispatched to stop playable character, because:

per MoF character profile.
While perhaps interest alone is not enough to make someone not-racist, and furthermore Aya is indeed quite arrogant at times, so it may slip at first glance, there are other things to consider. For instance, the fact the she intervened out of her own moral principles against Yukari when that hag was abusing Ran. The reasoning given is:

If Aya was a racist Tengu, she wouldn't care about beast youkai at all, moreso that she recognises she isn't fully related to them.
One could point out to AFiEU, but she is isolationist there, if anything. She takes more hard-lined stance against potential Outside threats, going after lunarian residents of Eientei, but between Bunbunharu being more Tengu society conformist and Sagume's influence, this is understandable. Still, for a supposed racist, not only Aya goes to Akyuu to discuss the ultimate reasons behind cancellation, as can be seen via PS of ' Regarding the Cancellation of "Bunbunharu Weekly" ', but Aya also includes without any problem Akyuu's story, in which Tengu are depicted as a straight up antagonists in 'M dies by M'.
The only example of opposition that is Youkai Mountain's youkai--others instead of Gensokyo--others would be:

Even that, if taken as a common sentiment among Tengu in general, is rather far from being racist, but that's beside the point. The point that still stands on the other hand, is the one regarding lack of racism in Aya.
