Not true at all. There are differences in everything from anatomy to lighting, where using Western rules and processes can lead to "incorrect" proportions. Ever wonder why you can subconsciously tell when a piece is drawn by a Western artist? Art is a language, and the language you learn first gives you an accent.
As is demonstrated by the pic you posted, beyond a certain point detail and realism can look out of place and even bad. IMO the factors that make good anime art are mostly immaterial and stylistic, and beyond a grasp of the fundamental concepts, should be developed by drawing in the style you intend to mature with. Because style influences everything from proportions to perspective to the very strokes of the pen.
