This one is impossible, though. Humans are not purely rational creatures. As such, attempting to eliminate irrationality is foolish. Just limit it.

Nothing to do with values or poverty. It's just that the vast majority of people can't go without having sex. Sex then lead to children. Trad values (which also includes monasticism and other ascetic ideologies) had nothing to do with it. Now they have condoms so they can have sex without children.
