The answer is because it was too remote, hard to invade and they would face stiff resistance so they preferred to trade with that region.

You really have no idea what you are talking about. Multiple cities/towns were founded in that area (Aksum, Adulis, Zeila, Berbera, Hafun) most of which developed off of the Indian Ocean and Red Sea trade.

A few Arab tribes did settle hence the existence of the Rashaida but there was zero reason or interest to settle in the Horn.

This is false. Oman never had any control over Somalia, their "rule" was nominal only. The only parts of East Africa they had control over was the Swahili coast aka Zanzibar.
