Yes. It was complicated, in part because up until the last two centuries or so of Byzantine history the Byzantine state was an explicitly antihellenic polity. Like, being an "ethnikos" (literally equivalent in every way to "racist") was a crime. So, much like the US today, the Byzantine state would do all sorts of dumb shit that was disastrous in the longrun because it was run by an antiracist government that saw punishing the locals as a core plank of the ruling ideology. So, they'd just let Slavs come in and take shit over, but throw an absolute fit if the Greeks decided that Slavic rule was better, and as such import Slavs to punish the Greeks for preferring Slavic rule.
