António de Oliveira Salazar
The man was brought in as an economist by the military junta that was ruling Portugal after the failures of the republican government to rule or lead effectively. Salazar refused until he was granted veto power over the national budget. After balancing the budget the junta allowed Salazar to become dictator.

He ruled Portugal very carefully during WWII, secretly helping the British, publicly being neutral, and shipping hundreds of thousands of Jews out of Europe. In the postwar he was a founding member of NATO.

Portugal struggled for over a decade to maintain its centuries old colonies in Africa against rebels funded by both the United States and the USSR. Amazingly the Portuguese army, which had many native Africans, was victorious over the rebels time and again. But the unending war led to resentment in the Portuguese military. Four years after Salazar's death, the military staged a coup and gave up the colonies. The various Portuguese of Africa, white, mixed race, and black, were forced to flee, as those who remained were persecuted or murdered by the rebels. The rebels themselves fought one another, the US backed vs the USSR backed, as a Cold War proxy war, tearing up what little infrastructure the Portuguese had built.
